The best way for me to descibe this,... unfortunately, is just for you to actually look at what I need to structure.
What do you think? I have over 40,000 items I need to make sure of COMPLETE ACCURACY for this to be right! Please note that JEWELRY items are flat fee'd and other items are percentages!
Any advice would be appreciated.

Because you have a many different shipping options and many different shipping zones, I would suggest to just implement the "custom_shipping" subroutine in the ushop.pl file to meet your specific needs. See the uShop Programmer's Guide at:
... for more information about customizing that subroutine.

In the shipping fields, isn't it possible to calculate say, SUBTOTAL by PERCENTAGE rather than $ amount?
I checked the Guide, no mention of percentage, only thing is dollar amounts? If not, maybe this could be set in the next release?
If there is a way to modify the perl script.. be happy to try it!

Actually, you could utilize the "Subtotal Formula" option to achieve a "Percentage on Shipping". The "Subtotal Formula" option will compute the shipping charge based on the following formula:
Shipping Charge = (ORDER SUBTOTAL * X) + Y
So as an example, if you wanted to have the shipping charge be 5% of the subtotal, then you would specify X as "0.05" and Y as "0.0":
CALCULATION TYPE: Subtotal Formula
SHIPPING NAME: My Shipping Method
SHIPPING TABLE/VALUE: $0.05,$0.0
And that should do it!
