Hi,
I do not use the tax field on the order_template.html form can i delete it and put in a selection for a free gift, not an applet just a selected option?

Yes, you may remove the tax field from the "order_template" file (just delete it).

And yes, you may add a drop-down selection for a "Free Gift". Just use one of the "extra" fields.
