When I setup the cart, I set VA to be a taxable state.. When a order is processed with other states, they also are taxed. Do I need to set a 0% tax option? or should the cart automatically just tax VA?

That should be working...but it looks like there may be a problem. I will look into it. In the mean time, just use the menu option (with the drop down menu):

Tax instructions: Customers in VA must select the tax rate for their area.
Tax states: VA,Virginia
Tax options: 0.0%,4.5%

Of course you can add as many percents as you like. And yes, the first one must be 0.0% because that is what the tax rate for all the other states will default to.

We checked into what the tax rate defaults to when using only one tax percentage and want to charge that tax rate to all customers in a specific state (without using the tax-menu). Anyway, it was defaulting to the first value in the list, so we changed that to default to 0% because that is more practicle for US stores. So we incorpated this into the latest version at:

http://www.uburst.com/uStorekeeper/updates.html

Just replace the ustorekeeper.pl file and use the following settings to charge customers from VA 4.5% sales tax and customers from everywhere else 0% sales tax:

Tax instructions: NONE
Tax states: VA,Virginia
Tax options: 4.5%

Since you just want the one tax rate for VA, leaving the "Tax instructions" blank or set to "NONE" will prevent a tax option menu from being displayed on the order form.
