I tried bi-weekly, but then months that had 5 Mondays throw off the scheduling. Is there a workaround or fix for this?

I could give you instructions on how to hard-code in a rule specifically for reserving the "1st and 3rd Monday of each month".... but as you mentioned, that is only an example and I'm sure there are other similar combinations that you'd want to be able to reserve. Providing that ability would basically require adding some sort of a customizable recuring reservation rule ability into uReserve, which isn't a bad idea. So I'll add it to our future feature wishlist for possible implementation into a future release.
